The second set of records are bookkeeping ledgers (1940-61), offering date; reference; description; details of transaction; transaction totals to date; total appropriation and allotments and unallotted balance of appropriation; document numbers; encumbrances; expeditures; allotments; debits and credits.

The 1925 Clark-McNary Act expanded the provisions of 1911 Federal legislation creating the National Forest System (Weeks Law). It made it easier for the United States Department of Agriculture to buy land from those sellers whose property was located within the National Forest System.
